Arab traders started Mbale between 1700s and 1800s but British colonial planning authorities arrived and overthrow them in 1906.The independence of 1962 brought Mbale many challenges until 2009 when MDF was established with the objectives of providing a formal platform for addressing gaps in service delivery and resource mobilization.

a) Implementation of quality infrastructure projects including roads such as Nabuyonga Rise and Mugisu Roads as well improved services like solid waste collection and cost effective solar energy street lighting technology.

a) Sharing information among all urban stakeholders is absolutely necessary.
b) Conflict of interest exists between technical officers and politicians in relation to protecting their jobs and political seats hence poor service delivery standards and corruption.
c) Urban leaders tend to conflicting interests in voters/tax payers.
They should have a well defined legal position for their MDF to avoid conflicts in roles of different power centers and agree on the terms of reference
